-19-
Stipulation No. 5
THE OPERATOR SHALL MONITOR THE WATER LEVELS MONTHLY IN THE THOMPSON WELL
WATER SOURCE BEGINNING 120 DAYS PRIOR TO PILLARING OR SUBSIDING WITHIN
1500 FEET OF THE THOMPSON WELL. THE OPERATOR MAY EITHER OBTAIN THE USE
OF THE THOMPSON WELL FOR MONITORING OR DRILL AN ADDITIONAL WELL
COMPLETED IN THE SAME GEOLOGIC UNIT.
A series of mine dewatering wells have been installed to dewater old
underground workings overlying the Dorchester No.l Mine. The dewatering
system was used to reduce the potential for mine inflows induced by the
overlying workings. The operator does not have any immediate plans to dewater
any additional workings. However, it is possible that additional workings
above the mine could be encountered that would need to be dewatered. Such
dewatering would need to be approved by the Division prior to implementation
and meet applicable State and Federal water quality standards.
Mining will create a drawdown of the piezometric surface in and around the
mine. Following the cessation of mining, the underground workings will be
filled with water and the piezometric surface should recover toward its
original position. Historical records for the area confirm that mines at the
same depth as the Dorchester No.l Mine do fill with water after the mines are
abandoned. To assess the current and future effects of mining on the
hydrologic balance, the Division proposes the following two stipulations to
the permit:
Stipulation No. 6
THE APPLICANT WILL SUBMIT TO THE DIVISION AN ANNUAL REPORT OF INFLOWS,
DISCHARGES AND CONSUMPTION OF WATER WITHIN THE MINE. THIS REPORT IS TO
INCLUDE A MINE WORKINGS MAP SHOWING THE LOCATION AND QUANTITY OF
INFLOWS; A TABLE KEYED TO THE MINE MAP WHICH SHALL CONTAIN THE SOURCE
(i.e., FAULT, FRACTURES, ETC.), QUANTITY, DURATION AND QUALITY (i.e.,
pH, ELECTRO-CONDUCTIVITY AND TEMPERATURE) OF ALL INFLOWS; A TABLE
CONTAINING RECORDS OF WATER DISCHARGED FROM THE MINE, CONSUMED IN THE
MINE AND IMPORTED FOR USE WITHIN THE MINE; AND A DISCUSSION OF WATER
BALANCE WITHIN THE MINE. THE INFLOW STUDY IS TO BE DONE DURING THE
SPRING OF EACH YEAR WITH THE REPORT SUBMITTED BY JULY 1.
Stipulation No. 7
THE APPLICANT SHALL SUBMIT A HYDROLOGIC MONITORING REPORT FOR THE
DORCHESTER NO. 1 MINE. THE MONITORING REPORT SHALL INCLUDE A SUMMARY AND
ANALYSIS OF DATA COLLECTED TO DATE, INCLUDING: 1)WATER USED IN THE
MINING OPERATION, 2) MINE WATER DISCHARGES TO RECEIVING STREAMS
(QUANTITY AND QUALITY), 3) MINE WATER INFLOWS (ANNUAL MINE INFLOW
STUDY), 4) STREAM FLOWS AND QUALITY, AND 5) IMPACTS TO THE QUALITY AND
QUANTITY OF BEDROCK AQUIFERS. THE MONITORING REPORT SHOULD UPDATE THE
STATEMENT OF PROBABLE HYDROLOGIC CONSEQUENCES AND INCLUDE A DESCRIPTION
OF MITIGATIVE MEASURES TAKEN TO MINIMIZE DISTURBANCE TO THE PREVAILING
HYDROLOGIC BALANCE AND A PLAN FOR MODIFYING THE MONITORING PLAN IF
NEEDED. THE MONITORING REPORT SHALL BE ADEQUATE TO PLAN FOR MODIFICATION
OF SURFACE OR UNDERGROUND MINING ACTIVITIES, IF NECESSARY, TO MINIMIZE
DISTURBANCE TO THE PREVAILING HYDROLOGIC BALANCE. THE REPORT IS DUE
AUGUST 1, 1985.
