PCPC • • <br />Re: SUP No. 96-07 <br />3-18-96 <br />Page 3 <br />WATER <br />Water is supplied to the Southwest Ready Mix facility by Clazk Spring Water Company. <br />AGENCY COMMENTS <br />The Pueblo County Deoartment of Public Works indicates in a memorandum dated Mazch 7, <br />1996, that it has no comments regazding this proposal. <br />The Colorado Division of Wildlife indicates in a letter dated Mazch 7, 1996, that no additional <br />impact to wildlife should occur if adequate precautions are taken to avoid contamination from the <br />hot mix plant operations (Exhibit 6). <br />Staff spoke with Mr. Hance, Air Ouality Division. City-County Health Department regazding the <br />proposed hot mix plant. Mr. Hance indicated that he had no general concerns other than the <br />requirement for obtaining an emissions permit for the facility. <br />COMMENTS <br />Staff conducted an on site investigation of the property on Mazch 13, 1996, and observed <br />the following (Exhibits Sa-b): <br />The existing mining and processing and Redi-mix batch plant operations <br />associated with SUP No. 570 were operating in a well managed and orderly <br />fashion. <br />The site for the portable hot mix asphalt plant was being prepazed and bulk <br />aggregate feedstock was being positioned nearby. <br />2. Section 36(f) of the Pueblo County Zonine Resolution establishes the fmdings the <br />Planning Commission must make in its approval of a special use permit. The <br />following findings of fact aze listed in bold with staff comments after: <br />(1) The requested use is a use listed as a Special Permitted Use in <br />the District in which the parcel is located. <br />Staff: "Hot Mix (Road) Plant" is listed as ause-by-review in the A- <br />1,Agricultural Zone District. <br />
