<br />Summary of the Review Process <br />Kaiser Steel Resources Incorporated applied for a partial bond release under <br />the Colorado Surface Coal Mining and Reclamation Act for backfilling and <br />grading work completed at the Chimney Rock Mine. The mine is located <br />approximately l7 miles southwest of Pagosa Springs, adjacent to Colorado State <br />Route 151 in portions of Section 30, Township 24 North, Range 4 West. The <br />operator requested that 60 percent of the reclamation bond for the mine be <br />released. <br />An incomplete application for the bond was received by the Division on <br />March 18, 1991. Upon receipt of additional information, proof of publication <br />of the public notice, and the proof of release notifications to interested <br />parties, the application was complete. The operator requested the release of <br />$480,000.00 of the $800,00.00 bond held for the mine. The Division scheduled <br />and conducted a bond release inspection on August B, 1991. <br />The site inspection was conducted in accordance with Rule 3.03.2(2). <br />Representatives of the Division, the Albuquerque Field Office of the Office of <br />Surface Mining, the Bureau of Land Management, the U.S. Forest Service, and <br />the Chimney Rock Mine were present. During the inspection, a few problems <br />were noted and the mine representative elected to have another site inspection <br />so that all areas could be submitted for the Phase I bond release. A second <br />site inspection was performed on November 13, 1991 after all remaining work at <br />the site was completed. <br />
