Vernon, M.D. <br />Bowie, Colorado Executive Director <br />May 25, 1988 <br />FUGITIVE PARTICULATE EMISSIOIJ COtJTROL PLAN <br />The following fugitive particulate emission control measures shall be used for <br />enforcement purposes on the sources covered by this permit, as required by the <br />Air Quality Control Commission Regulation No. 1. <br />1. A surface moisture content of the stockpiled coal shall be maintained as <br />follows: <br />a.) Raw Coal 4.5: c.) Lump Coal 4.UX <br />b.) Stoker Coal 4.5X d.) -1/4 incn coal 3.O:L <br />2. Raw coal stockpile shall be compacted. <br />3. Vehicle speeds on unpaved roads and disturbed areal shall not exceed 10 <br />miles per hour. Speed limit must be posted. <br />4. Unpaved roads and disturbed areas on site shall be watered with a <br />frequency capable of maintaining a surface moisture content of 15:. <br />5. Unpaved roads shall be treated twice per year (Spring and Fall) with <br />a magnesium chloride solution applied at a rate of 1/2 gallon per square <br />yard of road (undiluted). <br />6. Mud, dirt, and coal deposited on paved roads shall be cleaned daily or <br />as required using a water truck. <br />7. On site roads shall be paved according to the site map submitted to the <br />Division on May 19, 19 dB. <br />8. Rater spray bars shall be installed on all crushing and (or conveying <br />equipment and operated to maintain minimum moisture contents of storage <br />piles as listed in number 1 above. <br />9. The revegetated top soil stockpiles and adjacent orchards shall be <br />maintained in their existing location as indicated on the site map <br />submitted to the Division on May 19, 1988. (The Division shall be <br />informed of any changes.) <br />
