~RUS CLIMAX METALS COMPAN~ III III III IIIIIIIIII <br />HENDERBON MILL 999 <br />INTER-OFFICE MEMORANDUM <br />BIIHJECT: Tailing Dust Control February 28, 1994 <br />TO: Jay Jones <br />FROM: Carl Wood <br />Background <br />This memo describes the history of dust control methods utilized <br />at the Henderson tailings impoundment as requested by MLStD as a <br />result of the October 6, 1993 inspection. <br />Historv <br />A "Water and Tailing Disposal Facilities Manual" was developed <br />for the Henderson Mill in 1976 by W. W. Wheeler and Associates, <br />Inc. This manual was a guideline for day to day operations of <br />the tailing and process water reclaim system. Dust control was <br />not contemplated as a part of this manual. <br />Staged preparation of the tailing basin, that is removing forest <br />cover from only the immediately required area, was utilized to <br />provide windbreak protection. The forest cover was removed from <br />the planned inundation area by 1991, but the forest on the <br />Northern side of the area remains as a windbreak. <br />Pavement was utilized on the main access road to the mill site, <br />the mill parking area, and the main road from the mill to the <br />tailing area to minimize vehicle generated dust from routine <br />traffic. <br />By 1978 dust control was recognized as a necessary part of <br />tailings disposal, and two separate methods of control were <br />contemplated. <br />First Sterns-Roger Inc. was contracted to design and evaluate the <br />use of a moveable sprinkler system to control dust through the <br />application of water. The evaluation indicated the cost of such <br />a system to be on the order of $400,000 for purchase, with <br />additional unspecified expenditures for installation and power <br />usage. <br />Secondly, the 1978 long range capital expenditure budget included <br />$93,000 for the purchase of a high flotation spray truck and <br />related equipment to allow the application of a dust binding <br />chemical, Coherex, to the tailing surface. Coherex is a <br />water/oil emulsion product that is diluted with water prior to <br />application. <br />Coherex was the method chosen, due to the higher flexibility of <br />
