LOUIS F. SWIFT
William T. Welch
Connell Resources
4305 East Harmony Road
Fort Collins, Colorado 80528
~~r ~',E~~E~
. ~ ~ 2001
.~ tt,~neca\s
a :.
July 18, 2001
Reference your letter of July 9, 2001
Dear Will,
iii iiiiiiiiuiiiiii
999
6101 S. COUNTY ROAD 7
FORT COLLINS, CO 80528
Phone: 970-226-2136
~~!~!az!~'~1,04-1401
~.:.- .
~,nd GeofogY
pivisian vi ;~ , er . -
The overall problem is [ha[ water you are discharging through the ditch and culvert is not
in the right place. You are actually flooding one pond while other ponds are drying up.
You have created a surface water diversion through my property. Your extraction
process does not address the problem soon enough and has created this situation.
Following are my comments [o your letter of July 9, 2001, and your three-point response
[o my concerns.
1. Your west recharge pond construction [o be completed by the end of July
should help flows into the western ponds, but will probably have no effect
upon the aquifer recharge of the eastern ponds.
2. Your dredging the bottom of the settling ponds north of highway 36 is no[
working. Unless those settling ponds extend deep enough [o penetrate well
into [he alluvial aquifer the amount of water reaching the aquifer will be
minimal.
3. Continuing to route the flow of water from the pit de-watering operation into
Willows Pond and Willows only may no[ be working or providing the same
quality of water that was supplied naturally from the aquifer. Surface water
no[ reaching the aquifer is no[ distributed among the ponds with out a system
[o route it to the ponds with falling water levels. We now have "point source"
Ilow to Willows instead of sheet aquifer flows to all of the ponds.
As illustrated by [he enclosed photo these problems are real and immediate. Providing
adequate water levels for kids and handicap fishing and maintaining the valley aquifer are
important not only to me but to many people in our community.
