Backfilling and Grading (Rules 2.05,3(6)(b), 2,05.4(2)(a), <br />2. c 3 an <br />During the initial permit application review the backfilling and grading plans <br />were reviewed by the Division for compliance. Several concerns were <br />identified during the course of the review. These were related to overburden <br />swell factors, the incorporation of utility waste into the backfill, <br />increasing drainage density of the post-mining surface, and the configuration <br />of the post-mining surface. As a result of these concerns, Stipulation No. 3 <br />was attached to the original permit. This stipulation required Trapper <br />Mining, Inc. to submit a plan for verification of the 25~ overburden swell <br />factor projected by the permittee for the Trapper Mine. The required report <br />was submitted and approved by the MLRD. Therefore, Stipulation No. 3 is now <br />removed from the findings document. <br />Utility Waste <br />Under Permit Revision No. 1 the applicant has requested to add an additional <br />utility waste disposal area in the Ashmore pit. This area is shown on Map 47a <br />(revised 7-20-87) included in the PR No. 1 application materials. <br />The Division's concerns regarding this disposal area were the same as those <br />expressed in the original findings document pertaining to the original ash <br />disposal area. These concerns have been adequately addressed for the new ash <br />disposal area. <br />With the continuation of Stipulation No. 2 which requires the submittal of an <br />annual post-mining topographic map, the operation is in compliance with the <br />requirements of this section. <br />XX. Bonding (Rules 2.05.4(2)(b) and 3) <br />The current bond for the Trapper Mine is $6,772,097.00, with a proposed <br />increase of 5452,081.02 for the additional disturbance approved under Permit <br />Revision No. 1. With this addition, the total bond will be 57,224,178.02, <br />/1 al <br />1692E <br />
