3 <br />I. REVIEW OF MINE STATUS <br />The current status and permitting history of the operation is <br />essentially as outlined in the March, 1993 renewal findings <br />document. The operation has been in temporary cessation throughout <br />the permit term and no revisions significantly altering the <br />operation or reclamation plans have been processed. Existing <br />facilities at the site include the access/haul road, four portals <br />which have temporary seals, and a mine fan, located on the small <br />portal bench area. A small area exemption sediment trap is located <br />below the mine fan. A vegetated fill material stockpile is also <br />located on the bench. Small area exemption sediment controls for <br />the fill stockpile and other portions of the bench area include <br />vegetation, silt fencing and berms. One small topsoil stockpile is <br />located at the base of the access road. A conveyor gantry and <br />trailer depicted on Figure 2.2-4 "Present Mine Site Configuration <br />and Existing Facilities" have since been removed from the site. <br />The current 2.1 acre mine bench would be expanded to 6.4 acres <br />through additional cut and fill excavation, under the approved <br />plan. The bench would be expanded by extending the cutslope into <br />the hillside south of the bench, and placing compacted fill in the <br />drainage north of the existing bench. The existing haul/access <br />road will be widened, realigned, and paved prior to use as an <br />operational haul road, which will increase the total disturbance <br />area by 11.82 acres. Various facilities would be <br />constructed/erected in association with mine bench expansion and <br />haul road upgrade, including topsoil stockpiles, sediment ponds, <br />office, warehouse, and coal handling and storage facilities. A <br />small (2.6 acre) coal mine waste disposal facility would be <br />developed to handle waste rock associated with mine development. <br />A permitted 5.57 acre coal loadout facility with a storage capacity <br />of 8000 tons is located in Loma, Colorado. <br />The above described facilities associated with the initial permit <br />have been approved, and a reclamation bond amount sufficient to <br />ensure reclamation in accordance with the approved plan is <br />currently held by the Division. In September, 1985, the Division <br />approved a permit revision (PR No. 1) which significantly expanded <br />the scope of operations and increased the approved disturbance <br />acreage from 35 acres to 122 acres. The revision included a <br />central facilities area with coal handling facilities, wash plant <br />and loadout, along with a haul road and conveyor system connecting <br />the McClane and Munger Canyon Mines with the central facilities <br />area, and a proposed coal processing waste disposal site. Bond <br />amount sufficient to cover reclamation of disturbance associated <br />with PR No. 1 has not been submitted, and the permit contains a <br />stipulation requiring submittal and approval of an additional bond <br />amount prior to initiation of disturbance associated with the <br />permit revision approval. <br />
