be a revegetation success criterion for only the Juniper Woodland
community. This contradicts page 39 and 40 of the renewal findings
document which specifies woody plant density standards for each of
the four identified vegetation types. The text should be revised
to rectify this discrepancy.
7. The application does not include a discussion of the
statistical tests to be performed in determinations of revegetation
success as required by Rule 4.15.7(1)(c). Appropriate sample
adequacy formulas and hypothesis tests are discussed in the
Division's recently issued bond release guideline, and it is
suggested that approaches listed in the guideline be incorporated
into the application.
2.05.6(3)
8. Pages 2.5-1 and 2'.6-1 which describe the hydrologic monitoring
program need to be updated to include the monitoring program
authorized for the period of temporary cessation. Monitoring
sites, schedule, and parameters should be specified. Reference to
well GW-6 which implies that the well has not yet been installed
needs to be revised. Also, the groundwater monitoring plan
references continued monitoring of Well GW-4. As indicated in
recent AHR's, GW-4 water levels and quality are affected by
irrigation drainage water, and the well is not representative of
East Salt Creek alluvial water. It would be appropriate to
eliminate reference to GW-4 monitoring within the midterm response
revision. A corresponding revision for the McClane Mine would be
necessary before monitoring of the well could be terminated.
V. BONDING
The Division has reviewed the bond amount and conditions of the
bond for the Munger Canyon Mine. We currently hold $324,408.75 in
properly executed U.S. Treasury Note Bonds. This amount is would
be sufficient for the Division to fully reclaim the site in the
event of bond forfeiture.
m:\coal\dtm\020mdtrm.dtm
