ARCO has an <br />interest in these structures as additional coal storage for its <br />West Elk Mine at some future date. I wanted to advise the <br />Mined Land Reclamation Division (MLRD) of this interest and to <br />explore the possibility of whether a joint approach to the <br />demolition and reclamation of these structures would be <br />beneficial to both parties. <br />From our perspective, the ideal solution would be for the MLRD <br />to escrow the funds it has for demolition/reclamation and leave <br />the structures intact. ARCO would amend its permit to include <br />this area and assume responsibility for the silos. At time of <br />closure, the funds required to demolish and reclaim the area <br />would come from~ARCO and the MLRD escrow. Such a solution <br />would accomplish the following: <br />Allow an early termination of MLRD activities at this <br />end of the Hawks Nest Project along with an assurance <br />that when closure occurs the reclamation required will <br />be fully bonded. <br />Prevent wastage of the silo structures which have <br />several years of useful life remaining. ARCO would need <br />to refurbish some of the equipment prior to using the <br />facility. <br />Provide ARCO with an alternative for future coal storage <br />and loading for the West Elk Mine when conditions merit. <br />ARCD Coal Company a a Din soon of AranimR¢nlie ld Cam pant' aRC -9 Ui~A r3 99~ <br />
