Propg3ed Decision <br />The Colorado Division of Minerals and Geology proposes to APPROVE VlITH <br />STIPULATIONS Trapper Mining Int.'s application for permit renewal anti revision RN-O:i/PR- <br />04. <br />This decision is based on a finding that the operations will comply with all requirements of the <br />Colorado State Program as found in the Colorado Surface Coal Mining Re~:lamation Act, C.R.S. <br />34-33-101 et seq., and the Regulations promulgated pursuant to the Act. <br />If no request for a formal hearing is made within thirty (30) days of the first publication of the <br />issuance of this proposed decision, then this decision becomes final. The Permit application, all <br />supporting documentation, and any stipulations or conditions will become a binding part of the <br />permit. <br />Stipulation No. 10: <br />THE DIVISION DIRECTS THE PERMITTEE TO MONITOR THE POST-MINING TOPOGRAPHY OF THE <br />BACKFILLED AND REGRADED SURFACES OF THE DISTURBED AREA AT THE T[L~PPER MINE. <br />MONITORING FOR THIS PURPOSE SHALL CONSIST OF A COMOUR MAP (CONTOUR INTERVAL NOT TO <br />EXCEED 5 FEET) PRODUCED FROM AN ANNUAL SURVEY UTILIZING FIELD OR AERL4L <br />PHOTOGRAMMETRIC TECHNIQUES ACCEPTABLE TO THE DIVISION. THE POST•MNING <br />TOPOGRAPHIC MAPS SHALL BE SUBMITTED TO THE DIVISION FOR REVIEW AM) APPROVAL ON .4N <br />ANNUAL BASIS, COMMENCING IN JANUARY 1984. <br />Stinulation No. 12: <br />TRAPPER MINE WILL MOMTOR THE QUALITY AND THE LEVEL OF WATER FOR'CHE AQUIFER OR <br />WATER BEARING ZONE IN WHICH THE LUX WELL IS COMPLETED AND WHICH APPEARS TO BE AN <br />AQUIFER WHICH TRAPPER IS NOT CURRENCY MONITORING. THIS MONITORIFIG MAY BE DONE BY <br />MEANS OF THE LUX WEL4ITSELF, IF THE OWNER IS AGREEABLE, OR BY MEANS OF A SEPARATE <br />WELL. IF A SEPARATE WELL IS UTILIZED FOR THE MONITORING, IT SHALL BE COMPLETED IN THE <br />EQUIVALENT ZONE OR AQUIFER N WHICH THE LUX WELL IS COMPLETED. IT SHALL BE LOCATED <br />AT A POINT DIRECTLY UPDIP FROM THE LUX WELL WHERE THE ENTIRE ZONE OF THE LUX WELL CAN <br />BE MONITORED AND lT SHALL BE AT A POINT WHERE WATER LEVELS MAY BE RECORDED AND <br />WATER QUALITY SAMPLES REPRESENTATIVE OF THAT ZONE Iv1AY BE RECOVEF;ED. <br />THIS SCHEDULE OF MONITORING SHALL BE QUARTERLY AND THE DATA RECORDED SHALL BE <br />INCORPORATED AND INTERPRETED IN THE ANNUAL HYDROLOGIC REPORT FOP. THE NNE. <br />THE PARAMETERS APPEARING ON LIST B (P. 4-341C OF THE PERh11T APPLICATION) SHALL BE <br />RECORDED ON AN ANNUAL BASIS, STARTING WITH THE QUARTER M WHICH THE MONITORING <br />BEGINS. THE PARAMETERS APPEARING ON THE FOLLOWING LIST SHALL BE RECORDED DURNG THE <br />SUCCEEDING THREE QUARTERS OF THE MONITORING YEAR: <br />Trapper Mine 2 ~ May '_3, 1998 <br />
