The applicant expects that total dissolved solids (TDS) in some surface water runoff will be higher for a few years afrer reclamation in an area. The higher TDS levels will occur periodically when the contribution from precipitation and snowmelt is at a minimum (baseflow conditions). The post-mining pH values are not expected to be significantly different than baseline values. Total iron and manganese concentrations aze likely to continue to be relatively high at times, similaz to the pre-mine condition. IV. T~p~oil Soil information can be found in Section 2.6, Vol II and Section 4.9, Vol. IV. 1. The Division previously granted a variance from topsoil removal in accordance with Rule 4.06.2(2)(a). Specific azeas which the operator will not strip topsoil aze limited to rocky areas which occur over limited areas throughout the mine azea. Each azea approved is handled sepazately as a minor revision to the permit and no general variance is cturently approved. V. Sealine of Drilled Holes and Under~und Openings Sealing of wells, holes, and other openings is discussed in Section 3.3 of Vol. III of the pemit application. 1. The Division will require that each hole, well, oi- other underground opening be capped, sealed, backfilled, or otherwise properly managed. (4.07.3). VI. Use of Explosives The blasting plan as well as other items related to blasting aze discussed in Section 3.4 of Vol. III of the permit application. The Division has previously approved blasting at times other than those described in the blasting schedule due to unavoidable hazazdous situations. These situations include elimination of misfires, adverse weather, equipment failure, and safety related reasons. (4.08.3(2)(b)(v) and (4.03.4(2)). VII. Dispgsal of Excess Sooil No specifc approvals are gran[ed to the applicant under this section. VIII. Coal Mine Waste Banks No specific approvals aze granted to the applicant under this section.
