Lnnp <br />Urvivun Direiior <br />TO: Berhan Keffelew <br />FROM: Harry Posey ~~l~~~~ <br />RE: Review: "Response to Item 17 of the Permit No. M-80-244, Amendment No. 6 <br />Stipulations," Pikes Peak Mining Co., Cresson Project, Permit No. M-80-24A. <br />Stipulation 17 for approval of Amendment 116 says: <br />The operator will provide the results of long-term leaching and acid generation tests <br />before any of the material from the additional test area is loaded on the leach pad or <br />placed in the waste rock storage area. The Carlton tailings must be tested for cyanide, <br />metals leaching and acid generation prior to material disturbance. A report delineating <br />test results will be submitted to the Office within ten working days of receipt of the <br />results by the operator. If the Office determines that the generation and release of acid <br />and/or metals has the potential to violate applicable water quality standards for surface <br />water or jeopardize the existing or potential future uses of groundwater, the operator will <br />propose to the Office measures that will protect the receiving waters from non-compliant <br />releases. Such proposal will be in the form of a permit modification and will be <br />submitted to the Office within 30 days of notification. <br />Golder and Associates prepared a response to Item 17 (Stipulation 17) of Amendment 1t6 for <br />Pikes Peak Mining Co. The substance of Pikes Peak's response is that, already, data to satisfy <br />the Stipulation 17 have been furnished with Amendment N6. Their conclusion is: <br />"The geochemical laboratory test results incidate that the Carlton mill tailings should not <br />contribute a source of acid or metals to surface or ground water. It is believed that the <br />conclusions presented in the Application are still valid. Proposed uses and relocation <br />plans presented in the Application should be considered acceptable." <br />All of the evidence supporting this conclusion is to be found in the Amendment 116 application <br />package. No new evidence was submitted. <br />
