Memo - Matt Hayes - 2 - February 23. 1990 <br />b.) The Elk Creek area will have all structures except the water supply <br />tank and possibly the loadout removed. The area will then have <br />minimal grading done (to promote positive drainage?). Same areas <br />"where the refuse layer is thin ." (see page 2.05-28) will have <br />the weathered gob removed from them and put elsewhere in low <br />spots. The specific areas that will have the gob (refuse) removed <br />from them are not identified on any maps or described in the text. <br />The specific areas that will be badcfilled with gob are not <br />identified either. Most of the area will then be topdressed with <br />six inches of material obtained from the road supply yard area, the <br />portal nose area, and the upper part of the yard culvert excavation <br />for restoration of the Elk Creek channel. The operator estimates <br />that 18,885 cubic yards of material will be obtained by excavation <br />of the yard culvert and the planned Elk Creek channel. The <br />trapezoidal channel that is planned is twelve feet wide on the <br />bottom and has 2H:1V side slopes. My calculations indicate that to <br />get sufficient borrow material along the 380 foot channel the <br />operator will need to excavate a channel that is approximately <br />3.5 feet deep. <br />The operator has indicated that it is assumed that this material <br />will be suitable as a plant growth medium. I have been unable to <br />locate any soil test results that would support this assumption. <br />However, keep in mind that probably just about any soil-like <br />material would be better than what is now on the surface of the <br />areas to be topdressed. So, if native material was used to bed the <br />yard culvert that material is probably desirable to use as a <br />topdressing. Areas that would receive this topdressing material <br />(specified on page 2.05-28) are the outslope of the west bench, the <br />central yard, and the east bench. My rough calculations, using <br />measurements from Map 16, indicate that the stated material <br />balances on Map 16 and in Appendix K are fairly accurate. The new <br />gob disposal pile will be covered with approximately two feet of <br />material from the topsoil stockpiles to the east and west of it. I <br />could not find any map that delineates the location of the topsoil <br />stockpile to the east of the new gob disposal pile. <br />c.) The upper Bear Creek degas well area will be regraded as stated in <br />Appendix L. <br />I believe that the present reclamation plan for the pre-law areas <br />is adequate. <br />2.) The operator's present plans for reclaiming post-law areas include the <br />following: <br />a.) The upper Hubbard Creek area will be left leveled as a parking area <br />fora r"orest Service trail head. Topsoil which was salvaged will be <br />used on the regraded sediment pond and highwall areas. Appendix L <br />- contains plans and safety factor calculations for the final <br />contours. <br />
