I. Introduction <br />-1- <br />This document presents the results of the Division's mid-term review of the <br />Golden Eagle Mine. Additional comments may follow, pending further review by <br />the Division. This mid-term review is conducted to fulfill the requirements <br />of Rule 2.08.3, 2.06.2(9), 2.06.3(4), and 3.02.2(4). <br />Rule 2.08.3 requires that the Division conduct a review of each permit issued, <br />prior to its mid-term (2 1/2 years). Based on this review, for good cause <br />shown, the Division may require reasonable revision or modification of the <br />permit provisions to ensure compliance with the Act and Regulations. <br />Rules 2.06.2, and 3 require that experimental practices, mountain top removal <br />variances, variances from AOC, and variances from contemporaneous reclamation <br />be reviewed by the Division where applicable. The Golden Eagle Mine permit <br />does not have any operations under these categories. <br />Rule 3.02.2(4) requires that the Division review the amount of the bond and <br />the terms of acceptance of the bond every 2 1/2 years. <br />The mid-term review consisted of a detailed review of the Golden Eagle Mine <br />Permit. The Division also reviewed subsequent revisions and stipulation <br />responses to ensure that all permit conenitments and conditions are being <br />followed. Hydrologic monitoring data were reviewed in conjunction with the <br />review of the application to assess the adequacy of the monitoring plan and <br />discussion of hydrologic impacts. <br />This document is organized as follows: Section II outlines general formatting <br />problems and formatting procedures which should be followed during the <br />updating of the permit application; Section III discusses specific questions <br />or updating requirements on a section by section basis, following the <br />organization of the permit application; Section IV discusses updating <br />requirements for maps; section V discusses the bond format and amount; Section <br />YI is a summary of revisions, stipulations, and submittals which Wyoming Fuel <br />Company must incorporate into the permit application; and Section VII is a <br />summary of the stipulation status for the mine. Many of the items listed in <br />Sections VI and VII will have previously been discussed in Section II. <br />II. General <br />In general the format of the Golden Eagle permit facilitates review by the <br />Division. Pages are clearly and logically numbered, and the use of exhibits <br />is well implemented. From a formatting standpoint, what remains to be done is <br />for Wyoming Fuels Company (WFC) to incorporate all revisions, stipulation <br />commitments and changes in the mining and reclamation plan into the body of <br />the document. The specific items which must be incorporated will be detailed <br />in the following sections of this document. WFC should submit these changes <br />as revised pages to the permit. A revision date should appear in the lower <br />right-hand corner of each page. <br />WFC should also check the entire text, and change the mine name and references <br />to CF&I where applicable. <br />
