11 <br />.` <br />The Division would like to hold preliminary discussions about this rule-making effort with <br />the Colorado Mining Association and any other interested parties in December, if feasible. <br />I would suggest having those discussions in conjunction with the CMA Coal Committee's <br />monthly meeting or, at another meeting in northwest Colorado if one can be scheduled. <br />I will contact you soon to discuss possible meeting arrangements. <br />Due to the number of issues already being addressed in this rule-making project and, the <br />fact that notice of the federally mandated rule changes were sent to the Division years <br />ago, this rule-making effort is being restricted to the three items above. The Division <br />intends to revisit the shrub establishment questions discussed on page one of this letter <br />in a subsequent rule- making or policy development forum in the near future. We also <br />anticipate renewing an investigation of the feasibility of revising the revegetation <br />regulations to include allowance for permit-specific technical success standards soon <br />after completion of the current rule-making effort. <br />Thank you again for your participation and assistance with these projects.
