<br />Offsite_Dose_Commitment <br />I. Introduction <br />License condition 13.1.9.2.1 of tt,e Colorado Radioactive <br />Materials License CO-369-035 requires that an offsite dos=_ <br />evaluation be presented to the Division in each semi-annu+al <br />report. This report has been prepared to comply with this <br />license condition by following the stipulations set forth in <br />license condition 13.3.3, Radiological Health and Safety <br />Procedure 3-8 (offsite Dose Evaluation), NUREC-0859 <br />(Compliance Determination Procedure for Environmental <br />Radiation Protection :;tandu,ds fo, Uranrum kr:~:uvery <br />Facilities 40 CFR Part 190), and various correspondence <br />between Cotter Corporation and the Divis,uu. Documents whist, <br />comply with license condition 13.3.3.4 and 13.3.3.5 have l,ee„ <br />provided to the Division in previous semi-annual reports zind <br />remained unchanged duriny this reporting period. <br />II. Nearest Feasible Residence <br />The nearest feasible residence to the licensed operations is <br />located on the uppermost portion of the mountain ridge <br />northeast of the facilities. This residence is located at an <br />elevation of 7450 feet or approximately 900 feet higher than <br />the 6550 foot elevation of the licensed facilities. The line- <br />of-site distance from the ore crusher-sorter is approximately <br />3700 feet (0.7 miles). To evaluate dose commitments at this <br />residence, an environmental sampling station was placed <br />approximately one quarter of the way up the side of the <br />mountain between the residence and the licensed facilities. <br />This location was chosen because of the electric power <br />availability, accessibility, and its location between the <br />licensed facilities and the nearest residence. It also <br />provides a conservative estimate for the evaluation of the <br />offsite dose commitment to the nearest feasible residence <br />since it is closer to the licensed facilities than the <br />residence. <br />III. Background Air Monitoriny Location <br />Based upon discussion with a private consultant, Cotter has <br />determined that the optimal location for a background <br />particulate monitor is a site proximate to the west property <br />boundary. This location was chosen because of the <br />predominant valley wind patterns in the vicinity of the <br />licensed facilities. Specifically, the valley experiences <br />diurnal wind patterns such that the primary wind direction <br />during some portions of the day is down valley and at other <br />times is up valley.
