These notices will be presented to tf:e
Board at the April 27-28, 1983 meeting.
each of the following points by April 20, 1983.
Pursuant to C.R.S. 1973, 34-32-103{6)(II), the staff has thoroughly
reviewed each file and bond for these permit operations. The Division
has a general comment, concerning the theory behind bonding, and some
specific comments for eactl operation. Because these notices of temporary
cessation wiii be presented at the April Board meeting, please address
The theory for the operator posting a financial warranty is in the
unforturtiate event the operator is unable to continue mining and
reclamation, the State of Colorado, through the Mined Land Reclamation
Board, is required by law to reclaim the area. Reclamation is
accomplished by assuming the bond and bidding the reclamation project out
to a contractor. To insure the State is able to reclaim an area and to
insure bonds posted by diFferent mininy companies are equitable, the
Division has recently developed a variety of reclamation costs. These
costs were developed from the Caterpillar Performance Hand boot; and the
Rental Blue Book for Heavy Construction Equipment. 7t~ese costs were used
in the review of these operations to insure these areas can be reclaimed
at today's costs.
423 Centennial Suiiding. 1313 Sherman Slreet Denver.
