Because the IMP can only work at sites that were not disturbed by mining operations <br />subsequent to August of 1977, this delineation is critical to our being able to include the <br />site in our inventory. Because it is not possible to make a definitive determination of the <br />location of the event with the information that is currently available, the Inactive Mines <br />Program cannot at this time include the fire in its inventory of coal related hazazds in the <br />State. If new information is developed that is sufficient to specifically demonstrate that <br />the fire exists in a portion of the Edwards /Clark mine that was not impacted by post- <br />August, 1977 coal mining activities, we would be in a position to include the site in the <br />inventory. <br />In the interim, it maybe wise to have the site secured so that no one is inadvertently <br />injured. A survey of the azea to determine whether other vents or intakes exist could be <br />accomplished. Placement of a five-strand bazbed wire fence with warning signs azound <br />- the perimeter of the-area that is venting would be prudent: Clearing brush, grass or weeds- <br />from the vicinity of the vents is recommended. Placement of relatively fine-grained <br />earthen materials or cement grout into open vents, and placement of about four feet of <br />earthen materials over the circular vent feature, may help to retard fire growth. <br />Please contact me if I can be of further assistance. <br />Cc: Jim McArdle <br />Sandy Brown <br />David Berry <br />
