At YfiY~AI NI/9lU9dS <br />I am writing you regarding your Department of the Army <br />Permit Application Number 9119 for channel and dike work in the <br />Animas River in La Plata County, Colorado. <br />This reach of the Animas River has been subjected to <br />considerable change both from man's activities and flood events. <br />We are concerned that your project will convert a severely <br />meandering, almost braided, reach of the river to a relatively <br />straight channel and we question the feasibility of this <br />proposal. We believe insufficient data has been provided to <br />indicate that your proposed project is the best solution. Please <br />provide us with your hydrologic and engineering studies wnich <br />form the basis for your proposed work. <br />In addition, please include answers to the following <br />questions? <br />1. What expected maximum velocities were used in your <br />analysis? <br />2. We are concerned that insufficient channel ~=apacity <br />will be available to handle expected high flows. What fry=quency <br />and magnitude of design discharges were used in your studies? <br />This relates t.o the sizing of the culvert, the stability ref bank <br />slopes and channel design. <br />3. What specifications, if any, are proposed fr~r added <br />stabilization such as revegetation including seeding mixtures and <br />rates and mulching rates? <br />4, lJhat other alternatives were analyzed and what were <br />the reasons for rejecting these? Uid you consider riprapPing of <br />existing banks in combination with current deflectors? <br />!n addition, please provide us with a copy of your pr~rmit <br />from the Colorado Mined Land Reclamation Division including your <br />approved reclamation plan. <br />
