Idonthly water samples must be ta;cen at five
lccatic•rs unstresm =nd downstream of the operation and at thre_ nearby wells, and
repor*_s must be submitted twice a year. Air must be monitored at three Locations for
total =_uspended particulates and radioactive radon cgs and must be reported twice
yearly
The company plans to install a system of levees and drains to protect its faci-
lities in the event of a 100-year flood, since the operation is in floodolain zoning.
That was an issue: under county jurisdiction that had keen resolved with the oartici-
pation of the 'Rater Quality Control Division and the Jefferson County Commissioners.
"Cotter's new facilities, coupled with the Department's radioactive materials
license and the wastewater discharge permit will minimize the potential a_nvironmental
impacts from the operation of the Schwartzwalder Mine ore and sludge han3ling facili-
ties," Hazle sai3_
There has been public concern with water runoff and discharge from the facility.
These matters ar+~ already regulated by permits and are not subject to licensure under
the P.adiati on Control Act.
In th-s regard, the Health Cepartment's Fla ter Quality Con*_rol Division revised
and renewed the wastewater discharge permit for the Sch;aartzwalder Mine last spring,
.with input from '.he Radiation Control Division. ?bout 600,000 gallons of treated
wastewater are discharged daily from the operation into P.alstor. Creek.
The mine's ~.uastewater discharge permit recuires daily monitoring and submitting
monthly reports to the Water Quality Control Division which checks the results and
periodically take>s samples to insure that the levels of pollutants are within the
limits of t:he pe~:mit.
The mining activities and mine waste disncsal at the site is under the jurisdic-
tion of the Colorado [4ined Land Reclamation 9oard and is therefore not included in the
license. The Radiation Control Division, does, however, review radiation concerns for
the Mined Land Reclamation Eoard.
Copies of Cotter's application and the draft rad~.oactive materials license and
background ma to r:~al are available for public review ir: Room 411 of the Colorado De-
partment of Health, the Denver Public Library's Energy and Conservation Section, the
Golden Pub7.ic Li?~rary and at the Colorado Open space Council's office.
---3G---
