Of Natural Resour0es <br />1313 Sherman Street <br />Denver, Colorado 80203 <br />Re: Final Administrative Abatement for NOV C-84-159; Wyoming Fuel Company (WFC) <br />Canadian Strip Mine Permit No. C-026-81. <br />Dear Mr. Savage: <br />By. this letter I am supplying a response to Stipulation 24 for complete abatement of <br />NOV C-84-159. <br />Stipulation 24 <br />WFC has calculated there has been a 13% swell from backfilling and rough grading. <br />This swell factor is based on comparison of pit surveys completed on August 4, 1981 <br />(Figure 1) and May 4, 1982 (Figure 2}, <br />The Pit volume on August 4, 1981 was 1,723,630 cy. The Pit volume on May 4, 1982 <br />was 1,010,074 cy. The stockpile volume on August 4, 1981 was 864,667. The stockpile <br />volume on May 4, 1982 was 241,778. The difference in Pit volumes is 713,556, while the <br />difference in stockpile volumes is 622,889, representing a swell factor of 13%. <br />The 13%swell factor is considerably higher than originally proposed by WFC. <br />However, WFC plans to complete another pit survey during 1985 and we expect more <br />settling has occurred since the 1982 survey was completed.
