negative impacts to aquatic habitat, channel substrate, water quality, and
aquatic organisms associated with placing additional fill material in the
stream channel. The addition of fill material may alter streamflows,
causing erosion as flows are diverted against banks, and could cover
existing substrate that provides habitat for aquatic invertebrates and
potential spawning habitat for fish. The construction of clear-span stream
crossings is likely to have less impacts to the stream channel and water
quality, and would be less likely to impact the aquatic ecosystem. Based
on the potential impacts from a temporary water crossing, a clear span
stream crossing should be required unless further studies suggest a more
environmentally sound method.
Sandra L.
