Section <br />2.08.3 does not specify that any revisions need to by technical <br />revisions, but it does refer to technical revision definition and minor <br />revision definition. Any changes or revisions that you have requested <br />are certainly not as defined in 1.04(136). Section 1.04(90) excludes a <br />technical revision in the permit revision definition. <br />However, after reviewing the changes you have requested, we do not think <br />that the changes even require a minor revision as defined by Section <br />1.04(73). There are no changes that affect permit boundary, reclamation <br />activities, or other matters as defined by the appropriate sections. <br />In reading Section 2.08.3 we note that the review shall occur not later <br />than the middle of the permit term; we are certainly far past the <br />required time.
