Ikpt. of Nrtural Recoure~c <br />Richard Holbrook, OSM Senior Project Leader, Colorado <br />Lance Nimmo, Uncompahgre Basin Resource Area Manager <br />Technical Review - Orchard Valley Mine Plan <br />As requested in your telephone conversation with Lynn Lewis on October 24, <br />1984 my staff has reviewed the mine plan submitted by Colorado Westmoreland, <br />Inc. <br />The comments are; <br />1. The BLM agrees and supports CMLRB`s comments pertaining to the special <br />lease stipulations c-j for coal lease C-37210. <br />2. Generally, CWI has done a good job of data collection and compilation in <br />the mine plan, but data interpretation and summarization is somewhat <br />lacking, making a comprehensive review of the plan more difficult and <br />time consuming. <br />3. All sections, maps, etc. in the mine plan dealing with the "BLM" buffer <br />zones (Stevens Gulch and Roatcap Creek) need to be revised showing no <br />mining except for necessary access and ventilation entryways. <br />4. CWI must include in the plan their efforts made in consulting with <br />potentially affected water users, as mentioned in special lease stip- <br />ulation numbers d, e, f, and j. <br />5. Section 2.04.7, page 40, second paragraph, electrical conductance values <br />for Mesa Verde formation groundwater should read 2000-3000, not 2000- <br />300. <br />6. Section 2.04.7, Vol. 1, #4 states "alternate sources of water will be <br />identified, if required". The BLM feels this is required if CWI's <br />presently owned water rights are not sufficient in quality, quantity or <br />seniority to replace water potentially lost under the worst case scenario. <br />CWI has failed to make this determination in the water replacement plan. <br />7. A plan and/or discussion on when and how the East Roatcap Creek overland <br />ditch water will be re-routed to West Roatcap Creek needs to be incorpo- <br />rated into the mine plan. <br />
