<br />Mined Land Reclamation Division <br />December 29, 1981 <br />Page Four <br />Stipulation 13 <br />Coors Energy Company in conjunction with the Division will develop a <br />biennial revegetation monitoring plan, to be initiated upon approval by <br />the Division. The plan should be submitted to the Division no later <br />than December 31, 1981. <br />Our consultant has provided .the following information concerning a <br />plan for reclamation revegetation monitoring: <br />"Seeded areas will be monitored visually the year of establishment <br />to assure uniformity of stands. In the second year after seeding (or <br />during the third growing season), we will measure the adequacy of stock- <br />ing by perennials by frequency of occurrence in one-square-foot quadrats. <br />A sample of 250 to 500 quadrat placements, which will be accumulated by <br />random meander across the areas, is needed to evaluate the adequacy of <br />stocking by seeded species and the extent of volunteer establishment by <br />other native perennial species. The apparent density of each species <br />can be calculated from frequency percentages. To assure adequate stock- <br />ing, the combined density of perennials should exceed 0.5 per square <br />foot. Five or more species should occur at a frequency greater than 6% <br />to indicate potential success in meeting our success standard for a <br />species diversity. And the frequency of sandsage should exceed 0.6% to <br />indicate potential success in meeting the density standard for this <br />shrub. Subsequent monitoring may be undertaken where success is ques- <br />tionable and where augmentation treatments are used." <br />I appreciate the many hours that have been spent by members of the <br />Mined Land Reclamation staff in working with us to achieve the final <br />mining and reclamation permit guidelines. I hope the above information <br />will assist in reaching a conclusion to some of the remaining unresolved <br />issues. <br />Mr. Louis Gaspar or myself will be more than happy to meet with you <br />to answer questions or present any additional information you may request. <br />Our vegetation consultant, Mr. Don Hyde r, may also participate in dis- <br />cussions if necessary to reach agreement on any specific technical <br />issue.
