<br />Pete Barrows • <br />Page 2 <br />August 14, 1979 <br />John Wagner and I discussed the game resources of the area, notably sage <br />grouse, mule deer and antelope. Our presentation appeared to be well <br />received. We emphasized that no agreements or commitments had been made <br />with Flatiron Paving Co. but that we were interested in working with them <br />to develop a plan to replace with like kind or to mitigate the expected <br />impacts of the mine. Of most concern was the large sage grouse strutting <br />ground (Denmark) (136 males in 1979) located adjacent to the NW corner of <br />the property. <br />We should suggest a number of constraints on or addition to the use permit <br />that Flatiron Paving is seeking. These are: <br />1. The existing roads to the south-southwest and west to JC Road 19 <br />should be used for hauling. <br />,~ 2. Speeds on haul roads by all vehicles should not exceed 30 mph. <br />3. Activity at the mine site and haul roads should not commence until <br />7:00 A.M. and should terminate at 7:00 P.M. from March 20 to May 20. <br />c~~` This especially relates to noise disturbance and its effects on <br />sage grouse. <br />4. Revegetation should be with native forbs, grasses and big sage- <br />Cu brush (Artemisia tridentata). <br />5. Development of wet meadows should be encouraged upon reclamation <br />roc of the mine site. <br />6. A plan should be developed to experimentally fertilize sagebrush <br />north, west, south and possibly east of the mine site. Such a plan <br />would include funding for graduate students(s) to examine responses <br />of sage grouse and possibly big game animals to the experimental <br />fertilization program. Inherent in this plan would be funding and <br />a commitment from Flatiron to support continued data gathering on <br />the sage grouse population utilizing the Denmark lek and adjacent <br />areas throughout the life of the mine. <br />7. The mine area should be fenced after mining to prevent access to <br />C4~\ domestic livestock but to allow access to mule deer and antelope. <br />8. Efforts should be made to keep buildings, roads, mining activity and <br />human disturbance as far as possible from the site of the Denmark <br />strutting ground. <br />9. No human or other trespass should be allowed on or near the Denmark <br />strutting ground located on BLPS land adjacent to the mine. This is <br />especially important during the breeding period (March 20-May 20 of <br />each year). <br />
