A letter from the Colorado Division of Minerals and <br />Geology was previously submitted to the Service on this Technical Revision but the Service did <br />not provide comments on it. You reeqquested that we send a comment letter because Technical <br />Revision 16 incorporates a portion of federally owned coal. <br />Potential impacts to proposed or listed species from mining activities have been previously <br />• addressed in the Services's September 24, 1996, Biological Opinion and Conference Report on <br />Surface Coal Mining and Rec unation Operations under the Surface Coal Mining and <br />Reclamation Act of 1977. As part of the teens and conditions of this BO, the regulatory <br />authority must implament and re u~re coinpfiance with any species-specific protectroe measures <br />developed by the Service field of~ce and the regulatory authority.
