Box 2227 <br />Fort Collins, CO 8022 <br />Re: Disposal of Inert Material in Plant Quam• under MLRB permit No. 77-348 <br />Holnam Inc, Fort Collins Plant, Larimer Counq- <br />Dear Mr. Sansing: <br />pF'e0(p <br />~~ 7 <br />~~ ~ ~~ <br />r <br />C.OIORAO DepanrrleOL <br />of Public Health <br />and Environment <br />The Hazardous Materials and Waste Management Division of the Department of Public Health and <br />Environment ([he Division) has reviewed your letter dared April 4, 1997, requesting permission to broaden <br />the solid waste stream going into the A-Band Cut Quarry located north of the plant to include all ptant- <br />generated inert wastes. In addition to concrete building dcnlolition debris, you would like to dispose of waste <br />rock, dust, dirt, metal, and concrete, all generated on the plant site, and would nat place any wood, rubber, <br />plastic, or paper waste material into the dump silt. Also, you provided a list of actions routinely taken at [he <br />plant and dump site to prevent disposal of materials not specifically authorized by the State. <br />Based on the information provided, the Division has no objections to allowing disposal of such inert waste <br />materials in the quarry. However, as this is part of reclamation activities under purview of the Division of <br />Minerals and Geology, Department of Natural Resources, Tvc defer to them for final approval for expanding <br />[he waste stream used in reclamation. I recommend that a technical revision [o their permit be requested at <br />your earliest com•eniencc. <br />You arc correct in the assumption that this disposal operation for ones own waste on one's otvn property that <br />complies with the solid Tvastc disposal act and regulations is exempt from the requirement fora (:ertificate of <br />Designation, as stated in my Icucr dated March 10, 199 to Gary Curtiss, Division o(Minerals and Geology. <br />Should you have any questions. 1 may be reached at (303) 692-345. <br />Sincerely!)
