Mr. Allen Weaver, EFMC 4 C-82-055 <br />5. Drainage control following removal of Watershed Diversions 3, 4, and S. <br />a. Watershed Diversions 3 and 4 direct surface runoff from the undisturbed uplands <br />to the inlet and outlet ends of the 675-foot-long culvert. Removal of Watershed Diversions <br />3 and 4 will allow drainage from several previously diverted natural channels to enter the <br />Starkville Gulch within the 675-foot-long area where stream flow is conveyed within the <br />permanent 8-foot diameter culvert. The current configuration of the permanent culvert will <br />not accept inflow at any location except at the inlet end. Surface water, entering the <br />Starkville Gulch along the 675-foot length of culvert will eventually erode a new channel in <br />the backfilled material overlying the culvert. During our February 24, 1994 meeting, <br />suggestions to resolve this issue included installation of drop inlets to the permanent culvert <br />or removal of the culvert and replace with open channel. During our October 6, 1994 <br />meeting, EFMC personnel suggested construction of a small drainage channel through the <br />yard area to collect and contain any runoff entering Starkville Gulch along the 675-foot <br />length of culvert and direct the runoff to the sediment pond. The Division will require <br />designs and demonstrations for the ditch. Demonstrations will also be required to show that <br />pond capacity is adequate for the increase in watershed area. <br />b. Watershed Diversion 5 will be reclaimed. Restoration of the natural drainage <br />channels (Approximate Original Contour (AOC) requirements) may require removal of the <br />terrace formerly utilized as a trailer site. Mr. A.J. Iuppa has stated a desire to retain the <br />trailer terrace intact. <br />6. Finish backfilling pre-law portal located behind the shop building. <br />Small portal located behind the shop building needs to be backfilled to closure. <br />Please contact me if I can be of further service.
