I <br />found it very beneficial to hear information relating to channel <br />impacts occurring on the San Miguel and South Fork rivers. You <br />and David agreed to provide our office with all relative <br />information relating to impacts that are occurring on these <br />rivers such as increased erosion, lowered water levels, and <br />channel braiding and instability by Labor Day. You had also <br />discussed coordinating with Gary Bennett to clarify dates and <br />purpose of fill material viewed in 1992 at the upstream end of <br />the harvest pit and maintenance work required on the dike <br />feature. At this same meeting, we agreed to visit the site with <br />you in the next couple of weeks to specifically view trees just <br />above the water level on the portion of the South Fork River <br />where headcutting has purportedly occurred and review the stream <br />habitat structures. Susan Nall will be contacting you soon to <br />arrange this visit. <br />Your pending individual ~ci7uit applicatic : for _rctrea*± <br />mining is hereby considered withdrawn based on our understanding <br />of your future site plans (i.e., stockpiling and selling already <br />processed aggregate hauled from distant locations). Because past <br />mining involved unpermitted Section 404 activities, remediation <br />of the affected areas will be necessary. Being sensitive to the <br />need to maintain the integrity of our nations streams, you have <br />indicated a willingness to restore a portion of the impacted <br />channels and will be submitting specific details of restoration <br />once again by the Labor Day holiday. A qualified consultant with <br />a professional background in hydrology or river systems is <br />strongly recommended for development of such a plan. To <br />reiterate from our meeting, information required in such a plan <br />includes scaled plan and cross-section drawings, project <br />sequencing, quantities and type of fill or excavated materials, <br />revegetation (include description of tree, shrub, and grass seed <br />
