Z/Z. <br />NOTICE OF BLASTING SCHEDULE <br />NEW HORIZON MRJE <br />The Colorado Surface Coal Mining Reclamation Aa of 1979 (34J3-101 t<1,ap1,) and the Ruln and Regulations of the Colorado Mined Land Reclamation Board (or Coal <br />Mining. and in particular Rule 4.08.}~ requires all surfau coal mines dnonating five (5) pounds of explosives or blaring agent to publish a schedule of blasting N xcordante <br />with [he abov<rated regula[ory requirements. <br />In accordance with these requirements, the New Horizon Mine, located az 27ra46 Wert 5TH Str«t, Nuda, Colorado 81424, hereby provida public notiu of the plumed <br />blaring schedule for the area(s) described below. <br />Specific Arn-The center of the blaring area u loped in: <br />State: Colorado Township: 47 North <br />County: Momrose Range: 15 Wer <br />Irti[ude: 38 North $eaion: 71 <br />Longimdc 108 Wen Meridian: New Muim Principal <br />This blasting area will enrompass a regularly shaped area approximately 2500 fen earerly and westerly and 2000 feet northerly and southerly from the abovedeFmcd «nt<r. <br />2. Dates and Times <br />Commencing on the ~ day of Aori1.2W1. blaring m the above-specific arn(s) shall be conduced between sunrise and sunse[, Monday through Saturday of the <br />week. Openuonal considerations may dictate that blasting not be accomplished on some days. <br />3. Control of Access <br />The general mining area is iden[ified by appropriate signs ilong all acuss roads designa[ing [he area u a mining area and <n[ry is rerriaed to authorized personnel <br />only. A[ entc+nces into the permitted arn, signs are pored reading "Warning" [hat explain the blaring warning and all clear signals. Further, the perimemr of the <br />specific blasting area described above u pored with signs reading "Blatting Arn". In addnion to the signs, all access to the'vnmediate arn of the shot ¢ controlled <br />by mine personnel prior to the shot and until such time as access ran be safely restuned. All areas in which charged holes are awaiting firing well be guarded, <br />bamcaded, posted, or (lagged agavut unauthorized entry. <br />4. A ~dibl Wardn i n ~_ <br />BLAS"PING WILL BE PRECEDED BY 7HAEE (J) SHORT WHISTLES FROM A HORN. ONE (1) LONG STEADY WHISTLE AFTER THE BLAST <br />SHALL DESIGNATE AN'ALL CLEAR' CONDfI7ON. <br />5. The following conditions, as defined in regulations (30CFR-77) <br />promulga!ed under the Coal Mine Health and Safety Aa of 1969 and 1977 Amendments, Mine Safety and Health Acts, shall be pose for dttonauons under <br />emergency conditions: <br />A. Dertruaion of damaged or dtterionted explosives or deonators in a safe manner. <br />B. Disposal of misfirn and/or undttonated explosives. <br />C. Firing of charged holes u soon as praaial aker cessation of ratic eleariciry or my current conditions when electric detonators are used. <br />D.
