Summary <br />The Review Process <br />The original pemut for the Blue Ribbon Mine was obtained by Sunflower Energy Corporation in <br />1977. The application was submitted in November 1976, amended in August 1977, and subsequently <br />approved later in 1977. <br />Sunflower Energy Corporation submitted a permit application to comply with the provisions of the <br />Colorado Permanent Program requirements on Febmary 17, 1981. This application was found to be <br />complete on February 27, 1981, and the Division's Preliminary Adequacy Review comments were <br />sent to the operator on April 23, 1981. On May 2Q 1981, the $lue Ribbon Coal Company succeeded <br />Sunflower Energy Corporation as operator of the Blue Ribbon Mine. <br />Blue Ribbon Coal Company was a Colorado Partnership. The partners included Hawk Mining, Inc., <br />North Fork Energy Corporation, and Cedar-Crest. Western Associated Coal Corporation managed <br />the partnership's business. <br />Blue Ribbon Coal Company submitted the Preliminary Adequacy Review response on October 8, <br />1981. Additional review comments were forwazded from the Division to the operator on November <br />30 and December 4, 1981, and the Division received responses from Blue Ribbon Coal Company <br />on January 5, 1982, May 17, 1982, and July 27, 1982. These responses satisfied issues raised during <br />the review processes. The final decision to approve the permit application was made December 8, <br />1982. <br />An application to renew the pemut was submitted on June 15, 1987. It was found to be complete on <br />June I5, 1987, and the Division's preliminary adequacy review was sent on August 6, 1977. Blue <br />Ribbon Coal Company submitted responses to the adequacy review on August 31, 1987. The <br />Division made a decision to approve the permit renewal on November 2Q 1987 and the permit was <br />issued on January 15, 1988. <br />On January 3, 1990, MINREC, Incorporated, succeeded Blue Ribbon Coal Company as operator of <br />the Blue Ribbon Mine. <br />A second permit renewal was applied for by MINREC, Inc. on July 6, 1992 and was found to be <br />complete on July 13, 1992. The Division's preliminary adequacy review was sent on September 2, <br />1992, and MINREC's responses were received on October 19, 1992, in the form of a technical <br />revision. The technical revision, which addressed the issues raised in the preliminary adequacy <br />review was approved on December 18, 1992, and the permit was subsequently issued. <br />
