This letter is to make clear the <br /> position of the Bureau of Land Management (BLM) regarding proposed <br /> operations at the Joker Mine, located in Moffat County, Colorado. We <br /> will not consider or approve the application of LOC alone, without <br /> considering the entire project including the additional mining <br /> disturbance, transportation of ore and tailings , and the disposal of <br /> the tailings . <br /> As discussed with Janet Hook, of this office, on the afternoon of <br /> January 9, 1998 , prior to a public meeting in Baggs, Wyoming, the <br /> existing plan of operations needs to be updated to include the new <br /> proposed activities and approved prior to commencement of operations . <br /> You have submitted copies of correspondence between Mining and <br /> Minerals LTD and the Colorado Division of Minerals and Geology (CDMG) , <br /> and a letter from Knight Piesold LLC describing the modified SPLP test <br /> results . However, the BLM still has not received a written proposal <br /> to modify the Plan of Operations that was approved for the Marathon <br /> Gold operations and transferred to Orvie Zimmerman in the mid-1980s . <br /> Information that should be .. your plan of operations is described at <br /> 43 CFR 3809 and includes , but is not limited to, the following: <br /> (1) Name and mailing address of operator and claimant, if other <br /> than the operator <br /> (2) A map, preferably a topographic map, or sketch showing <br /> existing and/or proposed routes of access, and size of each <br /> area where surface disturbance will occur; <br /> (3) The name of the mining claim(s) and mining claim serial <br /> numbers assigned to the mining claim(s) recorded. <br /> (4) Information sufficient to describe or identify the type of <br /> operations proposed, how they will be conducted and the <br /> period during which the proposed activity will take place; <br /> (5) Measures to be taken to prevent unnecessary or undue <br /> degradation and measures to reclaim disturbed areas <br /> resulting from the proposed operations, including the <br /> standards listed in §3809. 1-3 (d) of this title . <br />
