Long <br />Division Director <br />I have received the above-cited letter, written on behalf of the permittee, Mr. Carl Dismant of Bachlor Silver Mines <br />Company, and wish to clarify a couple of points in that letter. Though your letter dealt with both this permitted site <br />and another permitted site (Bachelor Mine -Syracuse Portal, permit M-1980-170), my letter will discuss all items <br />but only from the perspective of this permit. These points are listed below, in the paragraphs which are numbered <br />to correspond with those in your letter. <br />I. The annual report map, which normally should be submitted with the annual report, is not up-to-date and <br />requires new survey work. It is required to be developed and kept current, and to be submitted every year as <br />needed. It will be submitted separately, before the end of June 2002. The annual report and annual fee must still be <br />submitted by the anniversary date, which was Mazch 25, 2002. <br />2. The mnoff control plan will be developed during the survey work to be performed, as described in item (1) <br />above.' It will be submitted by the end of June 2002. If the plan requires temporary earthwork during the mining <br />phase or involves different surface configuration for fmal reclamation, the plan may have to be submitted as a <br />technical revision to the permit. This lan is not deemed to be required at this time, but might be developed as a <br />result of findines related to the question of surface discharge, under item (3) below. <br />3. Verification of the nature of the portal discharge will be described in a report to be submitted after the site is <br />accessible this spring. The report is related to the surface sampling, described in item (4) below. It will be <br />submitted by the end of June 2002. <br />4. The sampling plan and parameters of the portal discharge and DeMer Creek will be finalized prior to site <br />accessibility this spring, to ensure that early spring sampling is accomplished. In regard to the initial sampling <br />proposal described in your February 1, 2002 letter, this office feels that three years of quarterly sampling might be <br />more than what is required; one or two years of consecutive quarters might be sufficient. Our water quality <br />specialists in Denver feel that the parameters to be sampled should include: pH, zinc, cadmium, lead, iron, <br />manganese, copper, silver, and sulfates. This might be modified after more information is received from the site <br />survey, characterization of the underground environment or initial sampling results. (Please refer to my February <br />2002 letter and/or my November 21, 2001 inspection report for further discussion.) The submittal of a water <br />sampline grogram is a required corrective action It becomes part of the 3~ermit through the technical revision <br />rocess. <br />
