Specifically, this letter provides documentation of any mining related <br />use of the abandoned portals by EFMC or its predessor, Sundance Coal Company (SCC). Accompanying <br />this letter is a site map (Figure I) of the Raton Creek Mine facility area revised to show approximate <br />locations of all subject mine openings with reference numbers. <br />Upon inspection of the mine facility area, a total of nine (9) abandoned portals were identified <br />which might allow unauthorized entry and subsequent potential hazards to the public. These portal locations <br />are numbered one through nice on attached Figure 1. <br />During the period that EFMC conducted mining operations (1987-1990), none of the above <br />referenced portals were utilized in connection with mining for such purposes as mine ventilation, water <br />storage, etc. EFMC in fact erected temporary barriers across three of the portals due to the ease of <br />unauthorized access from mine yard area. Discussions with persomel previously employed by SCC indicate <br />that during the period 1982-1985, Sundance accessed a very limited portion of abandoned workings through <br />poAal No. 2 (Figure 1) for the purpose of storing mining supplies and spare parts. Portal No. 2 was the <br />only portal reportedly used by Sundance Coal Company. <br />It should be noted thaz the nine referenced porals lie on at least two different horizons with respect <br />to the existing facility area. As such, several of the portals may be covered by backfilling operations during <br />EFMC's reclamation project subject to final permit review and approval by the Division. Following <br />approval of EFMC's reclamation plans, EFMC welwmes the opportunity to coordinate the timing of its <br />plans with those now being proposed by the Abondoned Mined lands concerning sealing of the subject <br />portals. <br />Please contact me az your convenience if you have any questions or require additional information <br />on this matter. <br />Sincerely, <br />Allen S.
