Outfall 002 was the primary outlet for <br />minewater discharge from the South Mine workings prior to activation of Outfall 016. During active <br />mining operations in the late 1990's, the Division had issued several enforcement actions for 004 <br />discharge exceeding applicable suspended solids limits. Concerns with this discharge site are now moot, <br />since mining has ceased and the North Portals have been plugged and backfiiled. The North Mine <br />workings are entirely below the elevation of the sealed portals, and the workings will ultimately fill tc the <br />normal groundwater level, which is approximately 50 feet below the reclaimed surface at the portal area. <br />As such, there will be no future discharge from the North Mine workings. <br />The operator collects data from a number of stream gaging stations, alluvial and bedrock monitoring <br />wells, and refuse area piezometers in conformance with permit specified frequencies. This data, in <br />addition to discharge data is compiled and summarized in annual hydrologic reports submitted to the <br />Division. Based on review of the annual reports and field observations, hydrologic impacts of the <br />operations appear to be in conformance with permit projections, with no pollution of surface or sutr <br />surface water evident within or adjacent to any of the areas subject to the bond release application. To <br />the extent that existing drainage and sediment control structures and mine-water discharge sites are <br />maintained in compliance with permit requirements, future pollution of surface or sub-surface water is not <br />anticipated. <br />(3) Stability of Reclaimed Surface Lands--- <br />Compliance with backfilling and grading permit requirements was evaluated, and visual assessment of <br />apparent stability was conducted at the following locations where backfilling and grading has been <br />completed: <br />The North Decline, Northwest Intake Portal, Roadside Refuse Disposal Area slopes, Roadside Refuse <br />Area soil borrow site and former "South Upland Diversion" ditch, "B" Substation Site, South Fan facility <br />area and access road, South Fan soil borrow area, 2 West Portals site and substation, Cameo Refuse <br />Disposal Area No. 1 (CRDA-1), Cameo Refuse Disposal Area No. 2 (CRDA-2), former CRDA-2 upland <br />diversion, South Lease Exploration sites and roads, Cameo Borrow Area No. 1, and Topsoil Piles 5 and 6 <br />and the temporary haul road from Cameo Borrow Area No. 2 to CRDA-1, former topsoil stockpile <br />locations along Coal Creek immediately east and west of Pond 10, and the Powder and Cap Magazine <br />Area. <br />Based on visual assessment of the regraded areas described above and delineated in the bond release <br />application, it appeared that all of the subject areas had been properly graded in accordance with permit <br />Phase I Bond Release 8 August 15, 2003 <br />
