STATE OF COLORADO
DIVISION OF MINERALS AND GEOLOGY
Department of Natural Resources
1313 Sherman St., Room 215
Denver, Colorado 80203
DIVISION O F
Phone: (303) 866-3567 - M I N E RA L~
FAX: (3031 832-8106 &
April 23, 2002 G E O L O G Y
RECLAMATION
MINING•SA FETY
Elmer Bentley
Lorencito Coal Company, LLC gill Owens
20500 Highway 12 Governor
Weston, CO 81091 Greg E. Watcher
Executive Director
RE: Pre-Blast Surve Re uest Lorencito Can on Mine #C-96-084
y Q r y t Michael B. Long
Division Director
Mr. Bentley:
Mike Sparaco, Superintendent of the Primero School called today and requested apre-blast
survey of the school buildings, water well, and property. He originally believed that they were not
notified of their right to the survey. However, I pointed out to him that Lorencito holds a certified
receipt, dated 6/18/2001 and signed by Eric Davis, indicated that the school was notified
concerning their right to a survey prior to the initiation of blasting.
Nonetheless, he still would like a survey done to protect the school against any potential future
damage. I spoke with Robin Torres this morning and she said she would contact Mr. Sparaco
immediately and get the survey scheduled. Mr. Sparaco also indicated a concern about
vibration caused by blasting on April 9, 2002. I asked Robin to FAX me a copy of the blast log
for that date. Please continue seismic monitoring at the school, especially for those blasts on
the north side of Jeff Canyon.
As indicated in previous correspondence, the Division would like some confirmation of the
presence or absence of any other structures on the school property. Rule 4.08.2(2) speaks
directly to the "water systems"...'Special attention shall be given to the pre-blasting condition of
well and other water systems used for human, animal, or agricultural purposes and to the
quantity and quality of the water." If a well(s) exist, the Division recommends that the well(s) be
inspected, located on a map, and tested for well function, total depth, pump depth, field quality
including water level (both static and pumping), temperature, electrical conductivity, pH, and
general turbidity. If the well is used for domestic purposes, a full suite sample would be
appropriate. Possibly the individual conducting water sampling for Lorencito could conduct this
portion of the inspections, if they are necessary. The bottom line is knowledge and
understanding of all structures, especially water wells, is required for pre-blast surveys.
Please call me if you have any questions.
Sin r y, ~~~~~
Ke Gorham
Environmental Protection Specialist II
cc: Mike Sparaco, Primero School
