<br />1 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />1.0 GENERAL NARRATIVE EXHIBIT <br />1.A General Project Concepts <br />This Application for Use by Specia] Review (the "Application") is submitted to Douglas County <br />by Edw. C. Levy Company d/b/a Centennial Materials Incorporated (CMI) for Castle Rock <br />Quarry. CMI is requesting permission from the County to extract rhyolite rock on land leased <br />from the Winkler Cattle Company. CMI has a 40 yeaz lease agreement with the owner for the <br />purpose of extraction of rhyolite. <br />Presently CMI operates the Ditmazs Rhyolite Quarry located on a butte overlooking the Plum <br />Creek Development. Please note the location on the Vicinity Map (Figure 1.A(1). The Ditmars <br />Quarry will be fully depleted of rhyolite by 1996. Castle Rock Quarry will essentially replace <br />the Ditmars Quarry and will be operated in a similar fashion. Equipment will be transferred from <br />the existing Ditmars Quarry to the proposed Castle Rock Quazry site. Truck volume and <br />transportation routes on county roads will remain the same. The present operation has been <br />exemplary and CMI has provided both an important product and needed jobs for the local <br />economy. <br />The applicant has obtained a Regulaz Operations Permit from the Division of Minerals and <br />Geology (DMG) to mine this property. The permit is for the life of the mine. The permit is kept <br />current by the posting of financial warranty to insure reclamation and payment of annual fees. <br />Since obtaining the DMG permit, the mining plan has been modified to further enhance the <br />compatibility of the operation. The area of the Special Review application has been reduced by <br />over 500 acres from the State permit to more specifically define the areas to be mined. <br />Concurrent reclamation techniques will be employed to further reduce the amount of disturbed <br />areas. <br />During the operation only 60 acres will be disturbed at one time. This will include the <br />processing area, stockpiles and office. <br />The total area to be mined during the life of the operation is 442 acres. The proposed Douglas <br />' County Special Review boundary is 591 acres. The DMG permit boundary is 1,600 acres and <br />the lease boundary with the land owner is 1,828 acres. Refer to Figure 1.A.(1) <br /> <br /> <br /> <br /> <br />This narrative exhibit gives a complete description of the applicant's request for Use by Special <br />Review for extraction of rhyolite in Douglas County. It addresses the submittal requirements of <br />the Douglas County Zoning Resolution and the Master Plan for Mineral Extraction. <br />This application is a unique proposal. There is historical significance of rhyolite to the area, and <br />distinctive architectural chazacter derived from the use of rhyolite. Viable rhyolite deposits are <br />indigenous only to Douglas County, Colorado, and mining of other rhyolite deposits in the <br />County is not viable. There will be inherent and planned minimization of negative impacts on <br />the community. <br />L <br />
