i <br />' 3.C Operation Plan <br />' 3.C.1 Start and End Dates <br />CMI wishes to start operating the Castle Rock Quarry in 1996. Rhyolite at the Ditmazs Quarry <br />' has been depleted to the point where only a limited supply exists. <br />' Based on the size and thickness of the rhyolite deposit and the expected demand, the Castle Rock <br />Quarry could be operational for the next 100 years. This Use by Special Reviev<~ application <br />requests an end date of 2096. <br />' 3.C.2 Air Quality Control Program <br />' CMI will be required to obtain an Air Pollution Emissions Notice (APEN) from the Colorado <br />Departrnent of Health prior to the start up of the Castle Rock Quarry operation. CMI is familiaz <br />with methods to reduce dust emission. Below is a list of examples of how air quality will be <br />' monitored or maintained at the Castle Rock Quarry. <br /> 1) Watering of roadways <br /> 2) Grading of roadways <br /> 3) Spray bazs on processing equipment <br /> 4) Low speed limits on dirt roadways <br />' 5) Stockpiles with low profiles. Lower profile stockpiles aze not as susceptible to wind <br /> erosion as higher profile stockpiles <br />' 6) <br />7) Material will not be added to higher stockpiles during high winds <br />Install chutes on the end of conveyors <br /> 8) Limit the free fall length of material dropping from the conveyors to the stockpiles <br /> 9) Reduce the amount of equipment in operation until winds die down <br /> 10) Regular maintenance of motorized equipment <br /> 11) Compliance with vehicle emission laws <br /> <br /> 3.C.3 Water Quality Control Program/Water Requirements <br />' CMI has obtained a Storm Water Dischazge permit from the Colorado Department of Health and <br />will implement a Storm Water Management Plan for the site. In aclditian, a Phase III Drainage <br />' Study has been performed on tine site. Water quality and sedimentation and erosion control have <br />been addressed in this document (see Appendix 6). <br />' eery little water is required for the aperation of the quarries. Water will be needed for dust <br />control on the roadways and n the processing equipment. Water will be hauled to the site for <br />this purpose. Later, well water ma}' be used. Bottled drinking water will be supplied for the <br />employees. <br /> <br /> 16 <br />' <br />
