Long <br />Division Direuor <br />C-81-048, Loadout at <br />During our January 24, 1994 meeting with Mr. Ralph Ponce of the <br />Atchison, Topeka and Santa Fe Railroad Company, Mr. Ponce stated <br />that the layer of coal remaining at the TBM Loadout presented a <br />fire hazard for the railroad and requested that the coal lying <br />adjacent to the rail line be excavated to a level equal with the <br />bottom of the railroad ties. Mr. Ponce also requested that the <br />area be regraded to direct surface drainage away from the tracks. <br />The Division has approached Energy Fuels Mining Company (EFMC) and <br />Basin Resources concerning disposal of the coal refuse at their <br />refuse disposal facilities. EFMC has indicated that they would <br />receive the refuse at their Southfield location. The Division has <br />determined that the cost of transportation and disposal of the coal <br />refuse at the Southfield site to be prohibitive given the <br />limitations of the bond amount. Basin Resources has indicated that <br />they are not interested in receiving the refuse at this time due to <br />current scheduling of their operation at New Elk/Golden Eagle. <br />Disposal of the coal refuse at the county landfill may prove <br />hazardous due to the potential for spontaneous combustion. <br />We concur with your su gestion to <br />per Mr. Ponce's reque is and util'z <br />to ensure th nt ated runoff <br />low lying a e ould be located <br />possible.
