Weld County operating adjacent to complaintant without State MLR permit. <br />2. During this time, complaintant contends the operator caused damage by <br />his operation to the complaintants property. <br />3. Injured party complained to MLR. <br />a. Protested the granting of a permit to the operator "all summer". <br />b. A permit should not have been granted, according to complaintant, <br />due to J34-32-120, 1973 CRS. <br />4. At the hearing to consider Civil Penalties, (July 25, 1980) MLR, it is <br />claimed, made decisions of prejudice, perjury, injustice, and laxity. <br />complaintant cites tapes as evidence. (NOTE: transcript available) <br />5. complaintant claims his written objections to the Board of granting a <br />permit: <br />a. were never discussed objectively; <br />b. complaintants rights under MLR Act were "completely ignored"; and, <br />c. complaintants appeal for a hearing was not granted by the Board. <br />complaintant desires: <br />1. An impartial investigation by the Judicial Committee of the Colorado <br />State Legislature. <br />2. Claims the County and the Division "have breached the law". <br />3.
