The Division has conducted an inspection of Hubbard Creek to assess the discharge <br />at the upstream, culvert, and downstream monitoring sites to determine the accuracy <br />of taking the downstream sample at the culvert. It appears from walking the channel <br />and viewing aerial photographs and topographic maps of the site, there is not a <br />significant amount of water that empties into Hubbard Creek beyond the culvert and <br />above the downstream monitoring location. Therefore, flow measurements taken at <br />the culvert are probably representative of the flow at the monitoring station shown <br />in the permit. In addition, the only potential impact from the mine site below the <br />culvert would be discharge from Pond #4, which has not discharged since March <br />1986. The Division will approve the continued use of the culvert as the downstream <br />monitoring location for reasons stated above. Minrec should submit a revised Exhibit <br />Z which shows the revised location. <br />SECTION VI -BONDING SUMMARY AND RECOMMENDATION TO REQUIRE <br />ADDITIONAL BOND <br />The Division currently holds a viable bond, in the form of a U.S. Treasury Note for <br />$80,000.00. As part of this midterm review and as required by Rule 3.02.2, a thorough bond <br />calculation was completed for the site. The specific calculations are attached. The estimate <br />was calculated based on liability only; areas of the site that still require reclamation.
