Box 880
Trinidad, CO 81082
Re: Reclamation of Linden Avenue Railroad Loadout, Trinidad
Basin Mining Company, Revoked Permit No. C-81-048
Dear Mr. Haugen:
~~~~~
DEPARTMENT OI
NATURAI
RESOURCE'
Roy Romer
Governor
lames 5. Lochhead
Executive Director
Michael B. Long
Division Di~eao~
Thank you for your letter of September 15, 1994. We appreciate
your response, and would like to take this opportunity to discuss
a few final items.
With regard to your request for testing of the creosote content
and acid generation potential of the coal at the Loadout, we
agree to add these items to the list of constituents to be
analyzed.
We would, however, like to request the City consider reviewing
the results of a single five-location composite sample only, for
the purpose of verifying the presence of hazardous waste, rather
than the results from both a single five-location composite
sample and the results from five additional single-site samples.
The reason we ask this is that the analysis cost per sample,
including the creosote and acid generation potential tests, is
estimated by our contact at the analysis lab to be about $750 per
sample. To conduct the six-sample (one composite sample & five
single-site samples) testing scenario requested by the City would
result in a total analysis cost of approximately $4,500. By
testing only the composite sample, we hope to reduce our analysis
costs to $750, and spend the remaining money for the actual
removal of the coal to the City's landfill, and the regrading and
reseeding of the railroad area.
With regard to the request for promixate and free swelling index
analyses, we could pay for these additional tests if the City
would agree to reviewing the results from a single composite
sample. It is my understanding from the analysis lab that the
additional cost for both the proximate and swelling index tests
would be approximately $150.00 per sample. Again, testing a
single sample would reduce our analysis costs and let more funds
be used for the actual reclamation of the site.
