Dept. of Natural Resource <br />Your questions regarding adequacy of the amendment application for <br />the West Rifle Pit are answered by item herein. <br />The tree planting is to be completed by the first of May, 1983. <br />This is predicated on delivery of the bare-root seedlings in April. <br />Middle to late april has historically been the delivery date of <br />seedlings in Garfield county. We will guarantee a 75% survival <br />rate for transplants. Any less than 9 surviving transplants will <br />be replaced on a one to one basis. We anticipate a 50°/ survival <br />rate with the seedlings. The above would provide a density of trees <br />in this area which is 2 to 3 times greater than original. <br />No berming is proposed at this time. The berm detail shown on sheet <br />2 of 3 - Mining Plan was required for original settling pond con- <br />struction. The detail was left merely to provide construction para- <br />meters if berms were required in the future. We do expect to dig a <br />drainage ditch from near the settling pond area (NW corner of par- <br />cel B) south to the river (parallel and adjacent to parcel B west <br />boundary). This ditch is expected to be abandoned and filled in, <br />where necessary, at completion of mining. Additional wash/waste wa- <br />ter ditches are to be built from the crushing area to the settling <br />pond and from gravel extraction areas to crushing site. The waste <br />water ditch will likely run parallel and adjacent to the old aban- <br />doned Wilcox Canal. The washwater supply lines or ditches will re- <br />locate frequently as gravel extraction proceeds and are not shown. <br />The annual reports on this operation can show existing locations of <br />such conveyance features if required. No operator constructed berms <br />or ditches pertinent to mining are expected to remain following ces- <br />sation of sand and gravel extraction. <br />The Corps of Engineers were consulted and apprised of mining plans <br />during the original permitting. No permits were or are required for <br />the activities proposed. <br />Proof of publication and notification of adjacent land owners is to <br />be forwarded to you by Mr. Whites office in Rifle. Along this line, <br />I have been in contact with the manager of the City of Rifle regard- <br />ing donation of parcel A to the city. They hope to discuss this op- <br />tion at their next council meeting and I will let you know the out- <br />come promptly. <br />
