Box 229 <br />Boulder, Colorado 80306 <br />RE: Seathered Coal Analysis and Use at Bourg Paine <br />File IIC-021-81 <br />Dear Mr. Patten: <br />The Division has reviewed the weathered coal analysis submitted by <br />4Jalden Coal for use as 'sanding' material at the Bourg mine during the <br />inclement weather. <br />Several parameters analyzed exceed suspect levels (Planed Land Reclamation <br />preliminary guidelines) or are of concern, and are discussed below. <br />The Division feels that periodic use of the weathered coal material in <br />relatively small amounts will not be detrimental given the prevailing <br />environmental conditions in the area of the mine. <br />The pH of the weathered coal is fairly acid (5.6). Hocaever, the soils <br />of the area are predominantly alkaline. Any further leaching of the <br />weathered coal material should act toward neutralizing surface materials. <br />Concentrations of iron and manganese are both very high (571. mg/kg and <br />10.6 mg/kg, respectively). Alkaline soil conditions in the area will <br />act to prevent solubilization of these elements. These elements are of <br />concern relative to downstream receiving streams. Since the nearest <br />receiving stream is approximately 1.5 miles away, the probability of <br />this material affecting the docans[ream receiving stream 'is small, given <br />the flow characteristics of drainages in the area of the mine site. <br />
