Dept. of Natural Resources <br />423 Centennial Building <br />1313 Sherman Street <br />Denver, Colorado 80203 <br />Re: Backfill Slope Stability Monitoring Points <br />Bear No. 2 Portal Areas <br />Dear Dan: <br />In regard to the requirements of Stipulation No. 8 of our mining <br />permit for the Bear No. 3 Mine, we have prepared a detailed backfill <br />slope stability monitoring plan. <br />The plan for monitoring backfill slope stability at the Mine No. 2 <br />portal area will be implemented during the next few months, dependent <br />on snow cover in the area where monitoring stations will be installed. <br />SLOPE STABILITY MONITORING STATIONS <br />Bear Coal Company plans to place the required three slope stability <br />monitoring stations as shown on the Slope Stability Monitoring <br />Locations Map. The monitoring stations will be surveyed twice each <br />year, spring and fall, to determine the extent of movement of the <br />surface, if any. Exact time of survey will depend on access due to <br />snowpack in the area. Each slope stability monitoring station will <br />consist of a 1~ inch diameter steel pipe or equivalent driven into the <br />ground approximately five (5) feet or to resistence as shown on Slope <br />Stability Monitoring - Typical Monument Detail, Figure 1. <br />SLOPE STABILITY MONITORING REPORTS <br />In compliance with Stipulation No. 8 of the Colorado Permit No. <br />C-033-81, Bear Coal Company plans to file semi-annual reports of the <br />slope stability monitoring surveys. The reports will indicate the <br />amount of movement occurring at each station, if any. Results of the <br />slope stability monitoring program will be utilized by the Bear Coal <br />Company to determine if additional measures are necessary for control <br />
