Box 187 <br />Craig, Colorado 81626 <br />Re: Proposed Revegetation Standards for Areas Disturbed Prior to <br />May 3, 1984 - File No. C-010-81 <br />Dear Mr. Humphries: <br />The Division has reviewed your proposal for reclamation standards submitted on <br />January 30, 1984 and has the following comments. <br />The maps submitted delineate a number of areas which were disturbed prior to <br />May 3, 1978 but which are still in use or have experienced use since December <br />15, 1980. All areas which have been put to any use since December 15, 1980 <br />must be reclaimed to the standards set forth in the permanent program permit, <br />regardless of when they were initially constructed. <br />Therefore, in the Division's view the standards proposed in your letter will <br />only apply to areas which were disturbed and reclaimed or upon which use was <br />discontinued prior to December 15, 1980. It would be more helpful if you <br />would submit a map delineating those areas. The standards and evaluation <br />methods proposed in your letter are acceptable for those areas. <br />For the Empire Energy Pit the revegetation success criteria of 30% cover is <br />acceptable. However, we would like further justification for the use of <br />Fairway Crested wheatgrass and Ladak alfalfa or their replacement with a <br />native species such as Mountain Brame, or additional amounts of Cicer <br />milkvetch. In addition, the seeding rate of twenty pure live seeds per square <br />foot seems to be an inadequate and should be increased.
