r III IIIIIIIIIIIII III • <br />May 31, 1994 <br />To: GEC Project File <br />From: Jim McArdle <br />Subject: Telephone Conversation with Bill Colgate and Preston <br />Meese <br />Preston telephoned around 10:30AM and left a message that he wanted <br />to discuss using the access road around Chen's Hill to disposed of <br />Chen's Hill Spoil. I telephoned back and left a message to not <br />place spoil on the road but that I wanted to talk to him. At about <br />11:15AM Preston telephoned and we discussed the road. I informed <br />him that Chen's Hill spoil was not to be placed on the road for the <br />following reasons: <br />1. The Landowner and GEC would have justifiable concerns. <br />2. The Chen's Hill spoil is not suitable for a proper road base <br />due to it's properties when wet. Gravel would not take care of the <br />suitability issues. <br />Preston agreed that the road disposal probably would not work. He <br />also indicated that the uphill end of the Chen's Hill diversion <br />would need to be staked and that the Diversion may not extend the <br />full distance. I told him that I would look at it on Thursday <br />morning. <br />I telephoned Bill Colgate and we discussed the above items. Bill <br />also indicated that Preston had placed all of the topsoil from one <br />of the piles on the flat top area of Chen's Hill closest to the <br />pile. I told him that this was of course contrary to the Amendment <br />and that he must inform Preston of the same tomorrow. I also told <br />Bill that I would telephone Preston and discuss this matter. <br />I telephone Preston at about 11:45AM and informed him that <br />according to item 3 of the Amendment 1, topsoil was to be placed on <br />the outslopes first to a depth of 6 inches. Outslopes adjacent to <br />the road around Chen's Hill are of primary concern. I informed him <br />that I would review the situation on Thursday. <br />
