alternative land use areas, and appropriate modification or waiver of such requirements <br />would need to be addressed within the land use change revision application. Alternative <br />land use areas would not be subject to the extended vegetation liability period. <br />4) The revision application would need to include a plan for the establishment of an <br />effective stabilizing plant cover within the alternative land use area, in the event that there <br />is a delay of up to two years between completion of grading and implementation of the <br />alternative use. After 2 years following completion of grading, if the alternative land use is <br />not implemented, the original reclamation plan will need to be initiated and fully <br />implemented in accordance with a prescribed schedule. <br />5) If the permit revision application is approved, final bond release could be granted for the <br />approved alternative land use area "upon demonstration that the alternative land use has <br />substantially commenced and is likely to be achieved" (3.02.2(2)(c)). <br />Gravel Mining Permit Adjacent to Coal Permit Unit Train Loadout Area <br />The gravel mining would be in the gravel deposit adjacent to the existing rail line in the Unit <br />Train Loadout portion of the coal permit area. The gravel mining proposed would impact <br />existing alluvial monitoring wells, operational and post-mining use of the existing haul road, <br />and would be expected to at least temporarily affect alluvial water levels within the UTL <br />portions of the coal permit area. Prior to initiation of operations associated with gravel <br />extraction, SCC will need to obtain approval of a technical revision to the coal permit, which <br />adequately addresses these issues.
